Unfortunately, your girlfriend will HAVE to get a residence permit for longer than 3 months... it's not a "permanent" residence permit, it only lasts 6 months until you reach 2 years. After 2 years, then she can get a permanent one. But I think it's easier if she gets the resident permanent instead of living off her 90 day U.S. visa because she can then use her 6 month permit to go to school here in Sweden and get a personalnummber. I suppose she can go back and forth after 90 days but she will have to go outside of Scandinavia since they don't stamp passports unless you fly to another country (you can't, for example, go take a train trip to Norway and then come back since they don't stamp passports)... the stamping is the "proof". In that case, I think that it would be too expensive!! It doesn't take that long to get a permit (2-3 months) and she can also work if she finds a job (that is, if she applies for a permit based off a fiancee application). You can't get that benefit from a 90 day tourist visa :-).
